
Bridgetown, Barbados, 4 June 2025 (PAHO) - As the 2025 Atlantic Hurricane Season officially begins, the Pan American Health Organization (PAHO) is reaffirming its commitment to supporting preparedness and emergency response across Barbados and the Eastern Caribbean Countries, and the wider Caribbean, especially through the newly inaugurated Carissa F. Etienne Emergency Operations Centre (EOC), a facility built on the pillars of being Ready, Responsive, and Resilient.
Inaugurated on April 30, 2025, the EOC, located at PAHO's Barbados office, strengthens the region’s ability to coordinate public health responses during emergencies. Named in honour of PAHO Director Emeritus Dr. Carissa F. Etienne, the Centre enhances the capacity of PAHO and its Member States to respond swiftly and effectively to hurricanes and other crises.

The Carissa F. Etienne EOC is a vital resource to help us and our partners stay ready, responsive, and resilient in the face of growing climate threats.”
The season officially began on June 1 and runs through November 30. Experts predict an above-average season, with forecasts indicating 13 to 19 named storms, including 6 to 10 hurricanes, of which 3 to 5 could become major hurricanes (NOAA 2025).
Hurricanes can cause storm surges, flooding, extreme winds, and power outages. While coastal areas are most vulnerable, inland regions can also experience severe impacts, as seen in past storms like Hurricanes Beryl in 2024, Elsa in 2021, Dorian in 2019, and Maria and Irma in 2017.
Preparedness tips
To stay safe during the hurricane season, consider the following preparedness steps:
Know your Risk: If you live in a flood area or your home is susceptible to hurricane force winds consider a family evacuation plan.
Prepare an Emergency Kit: Include essentials like non-perishable food, water, flashlights, batteries, first aid supplies, and important documents.
Stay Informed: listen to the advice of the National Disaster Office and the National Meteorological office and have a battery-powered radio.
Secure your Home: Inspect your roof, windows, and doors for vulnerabilities. If needed, install storm shutters or reinforce entry points.
Plan for Evacuation: Identify shelters, map out evacuation routes, and ensure transportation options are available.
Protect Vulnerable Individuals: Make special arrangements for elderly family members, pets, and those with medical needs.

About the Carissa F. Etienne Emergency Operations Centre
The primary function of the Carissa F. Etienne EOC during emergencies and disasters is to provide operational support to and coordinate the Organization’s response, including information management, resource allocation, deployment of surge capacity, logistics and strategic alliances. This is where the Incident Management System (IMS) team operates during declared emergencies. The EOC will be the point of contact with the Ministry of Health EOC of affected countries and can provide back up support to impacted Health EOCs.
